Course Aim: To equip designated Responsible Persons at venues and events with the knowledge, skills and confidence to fulfil this critical role and inform them of their legal obligations under the Terrorism (Protection of Premises) Act 2025 (Martyn’s Law), through proportionate, practical and actionable measures.

Subject Matter Overview

Course content is structured in a logical, progressive manner. It moves from basic preparedness and risk awareness into more specialised subject areas, including risk identification, threat mapping, protective security principles and incident response. Each lesson is designed with operational practicality in mind and is underpinned by current guidance from bodies such as the Home Office, NPSA, ProtectUK and JESIP.

Delegates will explore:

Core preparedness principles
Risk appetite and “reasonable and practical” mitigation
Crowd risk considerations and public safety fundamentals
Evacuation, invacuation and lockdown procedures
The use of toolkits, checklists and incident response playbooks
Record-keeping, audits and compliance reporting

  • Venue and event operators or organisers (Standard and Enhanced Tier)
  • Voluntary sector organisers or Trustees
  • Local authority staff
  • Operations and facilities managers

Learning Objectives / Outcomes:

By the end of the course learners will be able to:

  • Define the legal scope and duties of Martyn’s Law
  • Identify which Tier their premises or event falls into
  • Understand their responsibilities as a Responsible Person (also linked to the Martyn’s Law tiers)
  • Conduct or oversee proportionate risk assessments
  • Develop a basic or enhanced security plan
  • Implement emergency procedures and training protocols
  • Prepare for inspections and demonstrate compliance

Course Materials:

8 Lesson ‘on-line’ training course.

The course comes with various handouts, including: templates, checklists, and complimentary copies of the DSC Toolkits and the DSC Incident Response Playbook.

Assessment:

An 8-question knowledge check and self-audit checklist

Total: 5.5 Hours

  • Learning content: 4 hours
  • Reading, Assessment and reflection: 1 hour
  • Feedback and course evaluation: 0.5 hours
